Lubbock-Cooper ISD has established two “threat level” campus conditions that can be instantly implemented to respond to a situation that could potentially put our students and staff at risk:
Alert
An Alert is initiated when there is a potential threat in the general area of one of our campuses (not in the immediate area). Some examples of this type of situation could be a domestic dispute involving a weapon taking place in a neighborhood near an LCISD campus, or a police pursuit taking place on a road or highway that could move in the direction of an LCISD campus. In short, an Alert is called if a threat is not taking place on LCISD property, but there is the potential for the threat to move to close proximity, or actually onto, LCISD grounds. Any time an outside law enforcement agency recommends an LCISD campus be placed on Alert status, the campus will comply.
Alert Procedures:
The campus will have increased law enforcement presence. Based on law enforcement discretion, parents may still be able to pick up and return their children from appointments as needed.
All students engaged in outside activity will be brought back inside the building.
Staff and students in common areas will be moved into classrooms/offices. Classroom activity will continue as normal. Alert status will likely result in limited disruption to the classroom environment.
LCISD Police will be in constant communication with the law enforcement agency involved in the threat situation. Once the “all clear” is given to our police department by this law enforcement agency, the Alert status will be lifted.
Lockdown
A Lockdown is initiated when there is an immediate threat to LCISD students and staff. Examples of this type of situation would be an intruder on a campus, shots fired in close proximity of a campus, or police pursuit on school grounds. Any time an outside law enforcement agency recommends an LCISD campus be placed on Lockdown status, the campus will comply.
Lockdown Procedures:
The campus will have increased law enforcement presence. All building entrances will remain locked, and no individuals (parents, staff, or students) will be permitted to enter or exit the campus.
No movement will take place within the building. All classroom and office doors will be locked. Lights will be turned off and students and staff will move to their designated “take cover” areas.
LCISD Police will be in constant communication with area law enforcement agencies. Once the “all clear” is given by local law enforcement and the LCISD Police Department, the Lockdown status will be lifted.
Parent Notification
When an Alert or a Lockdown status has been called at an LCISD campus, parents will be notified once the Alert or Lockdown has been lifted.
Movement in and out of the building is not permitted during a Lockdown, and is permitted only on a discretionary basis during an Alert. This means that no parents will be permitted to enter the building, and it is possible that students will not be permitted to exit the building during active threat protocol. Notification of parents during active threat protocol would likely result in a number of parents attempting to enter the campus. Law enforcement officers would be required to maintain the integrity of the secure campus while managing parents, likely causing an escalated threat situation and diverting necessary resources away from the critical task of maintaining student safety.
In the event that an Alert or Lockdown is required for an extended period of time, parents will be updated by the district under the guidance of law enforcement.
